Ryan Minnick

Ryan Minnick joined the Federation of Tax Administrators in 2015 and was appointed the organization’s first Chief Operating Officer in 2021, where he is responsible for the Technology, Safeguards, and Operations Leaders Communities. Prior to serving as COO, Ryan was the program lead for FTA’s technology programs.
Ryan serves FTA members as a subject matter expert on artificial intelligence, emerging technology, data security, and cybersecurity. His work focuses on moving tax agencies from AI theory to practice — governance, safeguards, taxpayer service, and workforce readiness — and he speaks on these topics internationally. Recent appearances include the 60th CIAT General Assembly in the Dominican Republic, the FENAFIM-SENAM conference in Brazil, the CIAT Technical Conference in Lima, Peru, and the Municipal Finance Conference hosted by the Hutchins Center at Brookings. He serves as a member of the IRS Electronic Tax Administration Advisory Committee (ETAAC), which reports annually to Congress on electronic tax administration.
Before joining FTA, Ryan held several leadership positions in the private sector working with companies and clients like the Audubon Society, the US Department of Defense, Interior Design Magazine, Apple, US Department of Commerce, US Department of Agriculture, and the National Oceanic and Atmospheric Administration, among others. He ran operations and client services at a marketing and advertising firm, and worked as a systems modernization and virtualization IT consultant. Ryan holds a BBA from the College of William and Mary.
Ryan is a frequent speaker and writer on technology and its application in tax and revenue, including The Modernization of State and Local Tax Agencies for the University of Illinois-Chicago Government Finance Research Center. He hosts FTA Tax Breaks, where he interviews experts from academia, government, and the private sector on current topics and their impacts on government.
