Commonwealth of Virginia Tax Commissioner Kristin Collins assumed leadership of the Virginia Department of Taxation in January 2026, bringing with her nearly sixteen years of progressively responsible experience within the agency.

Responsible for the overall administration of Virginia’s state tax revenues, Collins is committed to sound tax policy, equitable enforcement, and responsive service to the Commonwealth’s taxpayers, businesses, and legislators. Her deep institutional knowledge, spanning roles as Tax Policy Analyst, Senior Tax Policy Analyst, Lead Tax Policy Analyst, Policy Development Director, Assistant Commissioner of Tax Policy, and Deputy Tax Commissioner, uniquely positions her to lead the agency with both strategic vision and operational expertise.

Collins began her career in public service through internships with the Community Tax Law Project, the Virginia Indigent Defense Commission, and the District of Columbia Office of Tax & Revenue, where she gained early experience in tax dispute resolution, legislative drafting, and appellate advocacy. Prior to joining the Virginia Department of Taxation, she served as a contract attorney at Hunton & Williams, working on complex corporate and environmental litigation matters.

Collins holds a Master of Laws in Taxation from Georgetown Law, a Juris Doctor from the University of Richmond School of Law, and a Master of Business Administration from the University of Richmond’s Robins School of Business. She received her Bachelor of Science in Business and Economics from Longwood University.
