Kevin Richard

Kevin Richard began serving as the Secretary for the Louisiana Department of Revenue on February 1, 2022. He also serves as a Commissioner for the Louisiana Remote Sellers Commission and as Chairman of the Louisiana Tax Free Shopping Program. Richard is a member of the Louisiana Tax Institute and is an ex- officio member of the Louisiana Gaming Control Board.

Prior to his role as secretary, Richard served as DOR’s deputy secretary since 2016, having oversight over the department’s Field Audit Program, Audit Review & Appeals Division, Agency Compliance Division, Business Services Division and the Office of Charitable Gaming. He has also served as director of the Field Audit Income Tax Division and the Audit Intelligence Team, and as auditor manager of the Houston District Office for LDR. He has been with the agency since 1994, beginning as a front desk clerk in the New Orleans Regional Office. Richard has worked in nearly every enforcement and audit position in the agency.

Richard earned a degree in Business Administration from Southern University at New Orleans and a Master of Business Administration from Texas A&M-Commerce. He is a licensed CPA in Louisiana and Texas.
